一、项目背景和研究范围
洛阳市位于
河南省的西部，
是国家级历史文化名城。
随着洛阳经济的蓬勃发

在城市空间的发展和小汽车的迅速发展的背景下，
洛阳市
的
城市交通在迅速发展的同时面临着重大的压力和挑战。洛阳
市城市公共交通经过多年的发
展，
在
洛阳市居民的日常出行中发挥着重要的作用。
但目前洛阳市的公共交通发展中面临着
一些问题，
突出体现在现状公交线网布局
亟需优化调整、
公交换乘枢纽匮乏、
如何合理有效
利用道路资源以及公交场站设施用地缺口大等方面。
为创造良好的交通环境，
促进洛阳市城
市社会经济的快速发展，创造多元化、高质量、先进的公共交通系统，为市民提供快速、安

受洛阳市城市规划局的委托进行洛阳市城市公共交通规划
的编制。
项目的工作目标：深化城市
交通发展战略，建立高效的城市交通系统；创造良好的城市

随着城市人口规模的不断扩大，公交客运量也逐年攀升，
但
公交方式出行的比例仍不高，
公交吸引力日益下降；
由于城市道路网建设速度缓慢，

阳公交线网结构不够合理，线路重复多，
市区站点间距短，平均运行车速较低；公交首末站
大、中、小型站比例失调，缺少中型首末站，多数线路都是单独设置首末站；由于公交线网
布局的种种局限，造成大型公交换乘站过分集中在城市中心区，外围地区公交线网
密度低、
配车少，居民乘用公交换乘不便；现有公交大修厂选
址不合理，公交大修及保养场地不足，
规模有限，
不能满足公交使用需求；
公交停车场严重缺乏，

土地利用与交通协调发展，公共交通引导城市布局调整的指导思想下，借鉴国内
外城市公共交通的发展经验，
分析洛阳公交可持续发展的必要性和可能
性，
提出洛阳公交可
持续发展战略：

大幅度的提高公共交通系统规模；
强化需求管
理；
全社会共同关心发展公共交通；
向现代化的公共交通运营管理模式发展。

四、主要规划工作内容
本项目主要规划工作内容包括以下六个方面：

通过建立公共交通需求模型，结合城市总体规划用地布局，兼顾远景城市发展方向和发<

在此基础上对现状、

年城市公共交通需求进
行分析，
特别增加了城
市关键断面出
行量分析预测，
考虑城市空间结构的变化、
人口就业岗位分布的
变化、
交通需
求出行量的变化、
交通方式选择的变化等，
据此进行公交需求预测分析，
并将规划年公交出
行矩阵分配到规划道路网络上，
得到各个走廊的断面客流量。
以此指导公交线网及场站设施
规划。

采用多种方法进行公交车辆预测，如基于“发展计划
”
的分析；基于设施水平发展分析；
基于交通发展目标的分析
；
基于公交服务水平的分析等。
综合上述分析：
考虑到洛阳城市经
济发展的实际能力及公交目前的发展水平，洛阳到
2010
年车辆规模按万人公交拥有量达到

万人考虑，整体规模达到

标台的水平。这样，每车次平均载客人数控制在

人以内，也基本上能达到保持洛阳较高运载能力和服务水平的要求。到

）公交线网规划
本规划重
点立足远期，旨在提出：线网的总体布局与合理结构；组团间联系路线、主要
线路及发展对策；
提出对应土地规划实现终期的公共汽车交通线网建设方
案，
以便预留公交
场站用地；根据土
地的开发建设特点，考虑对线路的选取与调整，确定建设的时机。
本规划采用分层、分组团模式相结合的线网布局模式，近期加强新建组团与现况建成区
间的联系，
方便城市人口向由建成区向洛南、
邙山、
伊河两岸等新开发区域扩散。
远景洛南、
邙山以及伊河两岸组团中心开发达到一定的强度时，
再结合组团间、
组团内相结合模式进行
适当调整。
以相对速度较快、
容量大的公共汽电车
组成各组团间公交主通道和组团内的公交
主干线；以运量居中
（如中巴等）的公交车在组团内布设覆盖面广、深入到交通小区内部的

公交网络；最终形成层次分明、功能明确的洛阳市公共交通服务网络。
分别提出远景轨道交通架构和快速公交、公交专用道、无轨电车及常规

分析场站
设施的发展趋势，制定场站设施规划原则，突出场站功能优化、运营效益优化、

推荐主要组团内按高保场、
停车场和首末站三级公交场站设置，

分期建设，
近期可采用综合保养形式，
远期随着城市规模的扩大，
使保养和运营逐步分开，建立专业化的保养场和停车场。首末站、换乘枢纽应同城市改建
