power
failure
has
become

problem

There are two main reasons for this
problem. For one thing , with the
increase
in city population,
an increasing amount of power is needed,
especially in summer,

hot and people have to use air-conditioner.
For another thing,

rapid
development

industry
depend
on

great
deal
of
power,
making

situation even worse.

measures
must
be
taken

First,

people
should
