目前， 国外关于石油进口与石油安全的关系，存在两种说法。其

一是：当一国石油进口量占国内 消费量的

30

％时就会产生安全问题；

其二是：

当一国的石油进口量超过

5000

万吨时，

国际石油市场的行情

变化就会影响到该国的国民经 济运行，而当一国的石油进口量超过

8000

万吨以后，就必须 运用外交、经济、军事手段来保证石油供应的

安全。

At present, there are two arguments in foreign countries between oil

imports and oil security, One is: the security issue will be generated when

a country's oil imports accounted for 30% of domestic consumption; the

when

a

country’s

oil

imports

have

reached

more

than

50

million tons, the international oil market will affect its national economy,

and

when

a

country’s

oil

imports

have

reached

more

than

80

million

tons, we must use diplomatic, economic, and military means to guarantee

the security of oil supply.

然而，就目前情况来讲，我国的石油安全体 系还很薄弱，还存在

一些亟待解决的问题，主要有：

一）

我国石油公司国际化资本运营同 跨国石油巨头相比，仍有较大

差距；

二）

国际油价变化对我国国民经济发展产生直接影响；

三）

石油进口受到渠道单一的影响；

四）

缺乏石油战略储备体系的保障。

However,

in

terms

of

the

current

situation,

China's

oil

security

system is still weak, there are still some problems to be solved, they are:

1 Compares to the transnational oil giant, China Petroleum International

Capital Management still has a long way to go;

2 Changes in international oil prices directly influences the development

of our national economy;

3 Oil imports will be affected by the impact of the single channel;

4 Lack protection of strategic oil reserve system.
