认为按班
轮条款，码头操作费应该已包含在运费里了，因此加收
THC
属
于不合理收费，但
船公司却称收取此项费用是降低成本的机制，用作抵消向码头经营商支
付的装卸作业费用。
这一争议至今未见解决，因而费用仍在照常收取。
