铸造岳阳新名片
中国长江江豚保护宣言

长江有江豚，洞庭有江豚，岳阳有江豚。此乃长江之幸、洞庭之幸、岳阳之
幸、湖南之幸、中国之幸、人类之幸！
长江，
曾经是全球独特的长期生活着两种淡水豚类——白暨豚和江豚——的
河
流；但随着环境质量持续下降，食物减少，人类生产生活的高强度、高频率干
扰，
“长江女神”白暨豚已经宣告功能性灭绝。这份殊荣已经不再
属于
今天的长
江了！
长江江豚，世界上
罕见
的淡水
豚类亚种
，这种头部钝圆、性情活泼，总是嘴
角含笑的生灵，已经在地球
上生活了
2500
万年，她是长江水生生物保护的旗舰
物种、
中国
淡水生态系统健康的重要指标。
现为国家二级保护动物，
但数量比国
宝大熊
猫更少。
江豚的生存面临着来自人类的巨大威胁——电捕鱼、
迷魂阵、
雷管炸、
海网
拖等毁灭性捕捞，必定造成鱼类枯竭，从而使江豚食物严重匮乏；同时，这些惨
绝“鱼”寰的工具必定造成江豚受伤和死亡。长江干流及洞庭湖、鄱阳湖水质的
逐渐恶化
，
严重危害了江豚和鱼类资源的生态。
无序采砂活动、
高密度的船只中
断了江豚种群的栖息地和索饵地的通道，极大威胁着江豚
的安全。
所以，江豚逐年都在锐减。目前，洞庭湖
不足
100
头
。中科院豚
类专家王丁
忧心忡忡：如果现状依旧，不出
10
年，江豚也将灭绝。
照世界自然保护联盟
（
IUCN
）
濒危物种红
皮书的标准来看，
长江江豚已完全
达到了“极危”级！
如果位于淡水生物链顶端的长江江豚灭绝，还会有很多水生生
物步其后尘，
这表明长江生态系统遭受了重创。
所以，
保护江豚就是保护长江也是保护三分之
一中国人赖以生存的母亲河。
为了迅速掀起江豚保护热潮，使江豚真正成为湖南（岳阳）的“大
熊猫”和
新名片，湖南日报社岳阳
分社邀新闻界、教育界
、文化界、科学界等知名人士以
及
10
位渔民，发起成立“岳阳市江豚保护协会”
；
组建洞庭湖水上巡逻队，高频
展开水上巡逻、
劝阻非法捕
鱼
；组织志愿者深入湖区、学校、村庄、水上捕捞人
< br>员中巡回宣讲江豚保护；
邀请长江中下游地区的新闻媒体开展保护江豚宣传联合<
/p>
采访行动；
建立志愿者工作站
，
开展常年常规观测、
调查和救护受伤江豚
等活动
。
在此，我们紧急呼吁：中国各级政府、
渔政、
环保部门和民间组织加大对江
豚保护的宣传，
快速提高公众的江豚保护意识；
支持江豚升格为国家一级保护动
物；尽快规划、建立省级东洞庭湖江豚保护区，并探索实施江豚迁地保护；完善
渔业管理和监督体系，坚决杜绝迷魂阵、电打鱼、拖网、滚
钩
< br>等捕鱼方法；
遏制
无序采砂行为和向“母亲河”排污、破
坏水域生态环境的行为；
进一步完善渔
民上岸工作方案，
促进渔民民生改善，
维护社会和谐稳定；
帮助
保护区制定管理
计划，与渔民共建江豚救护机制，鼓励渔民及时提供江豚受伤、搁浅等信
息。科
学家们当勇担天职，
强力展开江豚保护研究与技术指导，
提升基层的江豚保护能
力。
同时，
谨请民众做一些力所能及的好事——不使用非法手段捕鱼，
以免误伤
江豚；捕鱼时避开江豚活动频繁的水域；在发现江豚受伤、搁
浅或死亡时，积极

救助，并及时
报警：不食或少食珍稀、野生鱼类；减少生活污水排放，尽量少用
洗涤用品；
拒绝乘坐高速客船；
通过网络等渠道宣传江豚保护的紧迫性；
参加保
护江豚的志愿者活动，做一个“江豚守望者”
！
我们，已经对不起一个白暨豚了！
难道我们还要对不起一个江豚吗？！
江豚灭了，就是我们这代人的罪责！
希望一切有爱心、有良知、有责任感，关注环保、关注自然、关注江豚命运
的人们尽快、
紧密团结起来，勇敢地和一切破坏环境、非法捕捞，执法违法，行
政监管不作为的人和行
为作坚决斗争！
将这一聪明、
美丽的物种留给我们的子孙
后代！

Declaration
on Protection of China Yangtze Finless Porpoise
To Guard Hunan
“Panda”
-----a New Name Card
of Yueyang
There are Black Finless
Porpoises in Yangtze River ,in Dongting Lake and
in Yueyang, which is a
blessing for
Yueyang ,Hunan , China ,and above all, for all
human beings!
The Yangtze
River, once the home of two unique rare species of
river dolphins ---white porpoises
and
black finless porpoises ----is not the home for
them any longer, because of the drop of
environmental quality ,food shortage
and the interference of human life and production.
White
porpoises, which were once
honored as the
functionally extinct and we have lost
the honor for possessing this precious species !
The
Yangtze
Black
Finless
Porpoise-----the
world's
only
freshwater
dolphin
with
a
lovely
round
head , a always
smiling mouth and lively disposition, has lived on
the earth for 25,000,000 years. It
is
the flagship species of aquatic biota and symbol
of the health index of freshwater ecosystem. It is
the second class national protected
animal, whose number is even less than the number
of giant
pandas.
Yangtze
Black Finless Porpoises are now facing huge
threats
----electric fishing, baffling
fishing,
detonator bombing and other
destructive ways of fishing----- and all these can
cause food shortage,
injury and even
death of the black finless porpoise. Besides ,the
deterioration of water quality in the
Yangtze River , Dongting Lake and
Poyang Lake, high density of vessel interruption
and random
sand extraction have greatly
threatened the finless porpoise’s
natural habitat and feeding channels
and will finally threaten the safety
and survival of the finless porpoise.
As a result , Yangtze Black Finless
Porpoises are reduced year by year. At present,
only 120 head
of finless porpoises are
living in Dongting Lake . Wang Ding ,a famous
dolphin expert in the
Chinese Academy
of Sciences , is very much worried about the
present situation: if the situation
remains the same, within 10 years,
Yangtze Black Finless Porpoises will extinct
forever.
