121.601 Aircraft dispatcher
information to pilot in command: Domestic and flag
operations.
(a)
The
aircraft
dispatcher
shall
provide
the
pilot
in
command
all
available
current
reports
or
information
on
airport
conditions
and
irregularities
of
navigation
facilities
that
may
affect
the
safety of the flight.
(b)
Before beginning a flight, the aircraft dispatcher
shall provide the pilot in command with all
available weather reports and forecasts
of weather phenomena that may affect the safety of
flight,
including
adverse
weather
phenomena,
such
as
clear
air
turbulence,
thunderstorms,
and
low
altitude wind shear, for
each route to be flown and each airport to be
used.
(c)
During
a
flight,
the
aircraft
dispatcher
shall
provide
the
pilot
in
command
any
additional
available information of meteorological
conditions (including adverse weather phenomena,
such
as clear air turbulence,
thunderstorms, and low altitude wind shear), and
irregularities of facilities
and
services that may affect the safety of the flight.

121.422 Aircraft
dispatchers: Initial and transition ground
training.
(a) Initial and transition
ground training for aircraft dispatchers must
include instruction in at least
the
following:
(1) General
subjects
—
(i)
Use
of
communications
systems
including
the
characteristics
of
those
systems
and
the
appropriate normal and
emergency procedures;
(ii)
Meteorology,
including
various
types
of
meteorological
information
and
forecasts,
interpretation
of
weather
data
(including
forecasting
of
en
route
and
terminal
temperatures
and
other
weather
conditions),
frontal
systems,
wind
conditions,
and
use
of
actual
and
prognostic
weather charts for various altitudes;
(iii) The NOTAM system;
(iv)
Navigational aids and publications;
(v)
Joint dispatcher-pilot responsibilities;
(vi) Characteristics of appropriate
airports;
(vii) Prevailing weather
phenomena and the available sources of weather
information;
(viii) Air traffic control
and instrument approach procedures; and
(ix) Approved dispatcher resource
management (DRM) initial training.
(2)
For each airplane
—
(i) A general description of the
airplane emphasizing operating and performance
characteristics,
navigation equipment,
instrument approach and communication equipment,
emergency equipment
and procedures, and
other subjects having a bearing on dispatcher
duties and responsibilities;
(ii)
Flight operation procedures including procedures
specified in §
121.419(a)(2)(vi);
(iii) Weight and balance computations;
(iv) Basic airplane performance
dispatch requirements and procedures;
(v) Flight planning including track
selection, flight time analysis, and fuel
requirements; and
(vi) Emergency
procedures.
(3)
Emergency
procedures
must
be
emphasized,
including
the
alerting
of
proper
governmental,
company,
and
private
agencies
during
emergencies
to
give
maximum
help
to
an
airplane
in
distress.
(b) Initial and
transition ground training for aircraft
dispatchers must include a competence check
given by an appropriate supervisor or
ground instructor that demonstrates knowledge and
ability
with the subjects set forth in
paragraph (a) of this section.
(c)
Initial
ground
training
for
aircraft
dispatchers
must
consist
of
at
least
the
following
programmed hours
of instruction in the subjects specified in
paragraph (a) of this section and in
§
121.415(a) unless reduced
under §
121.405:
(1) Group I
airplanes
—
(i)
Reciprocating
powered

(ix)
签派员资源管理训练。

(2)
对于每一架飞机,讲授的内容应当包括下列项目:
(i)
飞机的一般介绍,着重于运行特性与性能
特性、导航设备、仪表进近与通信设备、应急设
备与使用程序、最低设备清单以及其他与
飞行签派员任务和职责有关的课题;
(ii)
飞行操作程序,包括本规则第

(iii)
重量与平衡的计算;

(iv)
飞机性能签派的基本要求和程序;
(v)

在训练过程中应当强调应急程序,包括在飞机遇到危难时,向有关政府部
门和单位发出

飞行签派员的初始和转机型地面训练,应当包括由有关主管人
员或者地面教员对其进行

Practical Test Standards

Use of the
Practical Test Standard Book
The FAA requires that all Aircraft
Dispatcher Practical Tests be conducted in
accordance with the
Aircraft
Dispatcher
Practical
Test
Standards
and
the
policies
set
forth
in
the
INTRODUCTION.
Applicants
shall
be
evaluated
in
ALL
TASKs
included
in
each
AREA
OF
OPERATION
of
the
practical
test standard unless otherwise noted.
Special Emphasis Areas
Examiners shall place
special emphasis upon areas that are most critical
to dispatching and flight
safety. Among
these are:
1. Positive
Operational Control
2.
Aircraft Performance and Driftdown
3. Weather Requirements for
Departure/Destination and if Applicable,
Alternates
4. Hazardous
Weather Awareness, Recognition and Avoidance
5. Aeronautical Decision
Making (ADM)
6. Risk
Management Procedures (RMP)
7. Dispatcher Resource Management (DRM)
8. Company and TSA
(Transportation Security Administration) Security
Procedures
9. Other areas
deemed appropriate to any phase of the practical
test
Although these areas
may not be specifically addressed under each TASK,
they are essential to
dispatching and
flight safety and will be evaluated during the
practical test.
Practical Test Prerequisites
An applicant for an
aircraft dispatcher practical test is required by
14 CFR
(
Code of Federal
Regulations
)
part
65 to:
1. Be at least 23 years of age;
……
In
accordance
with
the
requirements
of
14
CFR
65.53(b)(2)
and
ICAO
aviation
English
Language
proficiency requirements, the entire
application process and testing procedures must be
accomplished
fluently
enough
in
the
English
language
such
that
crew
coordination
and
communication
is
never
in
doubt.
Equipment and
Documents Required for the Practical Test
The examiner is responsible
for supplying weather data and NOTAMs for the test
when current weather
information is not
available.
