of the report is not in accordance with
common practice, since the justification
(reasons, pros and cons) for the
selection of the chosen procurement option is
missing.

consider it difficult that the Owner
could raise funds from international
lenders.

in detailed technical specifications of
tender documents. In the latter document
it is stated that the design criteria
and mentioned standards are the basis for
the development of the FS.
