划”,继续实施“农村劳动力转移培训阳光 工程”,进一步扩大培训规模,不
断提高培训质量,促进更好地为“三农”服务,为农民增收服务。依据 南充
市教育局《关于做好农村实用技术培训工作的通知》精神,结合我校实际,
开展农村实用技 术培训、劳动力培训及“双后培训”的实施意见。
一、指导思想
全面贯彻落实十七届三中全 会“农村人人享有接受良好教育机会”的精
神,以科学发展观为统领,以服务“三农”促进农民增收为目 标,以职业教
育和成人教育为依托,以城镇就业为导向,以职业技能培训为重点,全面
实施农民 实用技术培训绿色证书计划,充分利用系统优势,大力推行“双
后”培训工作,积极主动参与农村劳动力 转移培训,通过多形式、多层次、
多渠道的培训,开展农村实用技术培训的水平,促进农村富余劳动力的 转
移就业,为农村经济社会又好又快发展服务。
二、目标任务
重点实施好农村教 育“一网两工程”,切实发挥教育服务“三农”作用。一
是新型农民培养培训工程。积极推进各类培训形 式,帮助农民学习知识掌
握技能,培育有文化、懂技术、会经营的新型农民。二是农村劳动力转移
培养培训工程。通过对农民的技能培训,促进农村富余劳动力转移就业,
提高进城农民工的职业技能, 帮助他们在城镇稳定就业。

农村实用技术培训是针对在乡农村劳动力普遍开展适合当地生产需

不同工种、不同岗位对从业人员基本技能和技术操作规范的要求,以提高拟转移劳动力职业技能为主的培训。
岗位培训是针对农村劳动力已进入非农产业的农民工,进行适 应岗位
工作需要的安全、操作规程、技能等方面的培训。
创业培训是针对具备一定条件并有创业意向的农民,开展的自主创业
方面的指导性培训。

(三)以服务为宗旨,深化改革,创新发展机制,提高服务能力和水
